Virginia has a $4,500 EV rebate on paper. Here’s why Tesla buyers rarely see it.

Virginia created an Electric Vehicle Rebate Program that offers up to $4,500 toward a new or used EV. On paper, that would make a Tesla meaningfully cheaper to buy. In practice, most Virginia buyers have never collected the money, because the legislature hasn’t consistently funded it.

What the law actually promises

Under Virginia Code § 45.2-1728, qualifying buyers get a $2,500 rebate on a new or used electric vehicle bought through a participating dealer, administered by the DMV. Buyers who meet income limits can get an additional $2,000 “enhanced rebate,” for up to $4,500 total. Used EVs only qualify if the sale price is $25,000 or less; the statute sets no price ceiling for a new vehicle like a Tesla. The program is written to run through January 1, 2027, unless lawmakers renew it.

Why the rebate doesn’t reliably show up

The program has existed in Virginia law for several years, but the fund behind it has mostly sat empty. Recharged reports that for several years running, lawmakers authorized the program without appropriating money to pay for it. Budget proposals covering fiscal years 2025 and 2026 included tens of millions of dollars to capitalize the fund; as of this writing in October 2026, it isn’t confirmed whether that money has cleared the full state budget process and reached an active DMV rebate program. Checking directly with the DMV or your dealer before you buy is the only way to know for sure that week.

What that means if you’re buying now

Don’t build a Virginia state rebate into your Tesla budget unless you’ve confirmed it’s actively funded and accepting claims at the time of sale. If it isn’t, Virginia buyers still have other ways to lower the cost: Dominion Energy and other utilities run their own EV charging incentives, and a separate federal tax credit for home EV charging equipment remains available through June 30, 2026. The $7,500 federal purchase credit itself expired for vehicles acquired after September 30, 2025, and doesn’t apply here either way.
